Introduction to the Estates Bill of Rights


GGEACA Members, Residents of the Golden Gate Estates Area, Citizens;

Attached is a draft copy of a new “concept document” entitled the Estates Bill of Rights (EBR). 
This document has been compiled by the Golden Gate Estates Area Civic Association for the purpose of facilitating discussion on the future and the community character of Golden Gate Estates and adjacent
rural / residential neighborhoods in Collier County, Florida.

As Collier County moves forward toward build-out, growth management plans are evolving and changing.  In order to keep pace with surrounding development, and looking forward to the update of the Golden Gate Master Plan, our community growth plan, residents of the Estates Area must begin to consider what we expect and want our community to be like in the years ahead.  It is hoped that this draft of the Estates Bill of Rights will form the basis of a comprehensive community review and discussion of many important issues for not only the Estates Area, but rural areas throughout the county.

It is important to understand what this document is, and also, what it is not!
The EBR is a compilation of ideas, concepts, and thoughts that have circulated in Golden Gate Estates and rural Collier communities for many years.  Many ideas are already formalized in Estates (E) code.  Many other issues have been introduced by county committees and at forums, public meetings, civic meetings, and by homeowner and community groups.  The EBR concept is by no means complete!  It is only the beginning of a community concept in progress that can be completed and adopted only by the community residents themselves!  At the core of the many discussions, and central to the EBR concept, however, is the need for a rural standard for community development, as opposed to that currently applied in the urban coastal zone of Collier County.

The draft Estates Bill of Rights is not a policy or proposal adopted by the GGEACA,
its membership, or its Board of Directors.  It is being offered as a body of talking points and concepts for Association members and all Estates Area residents to review and consider. 

In the coming months copies of the draft EBR will be available at GGEACA meetings, and on the Association website:  www.estates-civic.org     All interested citizens are encouraged to review the draft Estates Bill of Rights and contribute comments, constructive critique, and analysis.  Response may be made on printed draft copies, to any member of the GGEACA Board of Directors, at monthly GGEACA meetings, or directly to principle author and board member Jim Flanagan at jflan241@aol.com
